At: At is used for place.

In: In is used for place.

Use of Below / Under
‘Below’ and ‘under’ mean a lower position or place.
Below is used to indicate direction and distance in a horizontal plane. It indicates lesser
status in a general way.
Under specifies position directly below, lower than the point of reference and almost in
vertical line with it.

Use of to / into
To: To is used for place or occasion.

Into: Into is used for place.
